This is the first strategic plan of the National Civil Defense Service since its inception. It is anchored on the Pillars of Reform, and sets out the objectives and goals that will guide the Service over the next five years and beyond.

What we set out to do
The objectives of the National Civil Defense Service.
- Identify and record premises with high fire risk potential
- Work with responsible organizations and individuals in undertaking fire risk assessments
- Enforce fire safety legislation
- Provide safety and fire prevention training to communities to reduce the risk of fire
- Provide guidance and leadership at state levels for the development of strategies to reduce fire risks and ensure the best use of resources
- Develop and maintain professional standards in the recruitment, training, deployment and transfer of Civil Defense officers
The next five years
In the next five years and beyond, NCDS will endeavour to achieve the following strategic goals.
Goal 01
Build a strong and effective institution through continuous training, internally and externally.
Goal 02
Deliver 24-hour quality services to the people of the Republic of South Sudan.
Goal 03
Achieve professional standard performance and enhance institutional capacity to render better services.
Goal 04
Attain effective and transparent managerial and financial administration, and adhere to the Presidential Order on zero tolerance for corruption.
Goal 05
Encourage voluntary fire services at the lower levels of Government.
Goal 06
Provide social welfare needs to the Service’s men and women.
Goal 07
Support regional and international cooperation in relevant fields through the Government of South Sudan.
Eight command departments
The structure and functions of the Service are presented in eight Assistant Commissioner departments, each consisting of sections and units responsible for specific functions.
Administration and Finance
Human resources, finance, and the administration of the Service.
States and Administrative Areas
Coordination with the ten states and three administrative areas.

Capital projects, infrastructure and investment programmes.
Disaster and Emergency
Preparedness, coordination and response to disasters and emergencies.

Recruitment standards, professional training and development.

Inspection, certification and enforcement of fire safety legislation.

Partnerships, facilities and corporate services.
