Our Services
Firefighting, search and rescue, and ambulance services — supported by disaster management and fire prevention across Juba.

Firefighting
Firefighting is the first of the three core activities set out for the Service in section 8 of the National Civil Defense Service Act 2022. Our crews respond to structural, vehicle and open fires, and work continuously to reduce the number of incidents through inspection, enforcement and public education.
- Emergency fire response across Juba, 24 hours a day
- Identification and recording of premises with high fire risk potential
- Fire risk assessments carried out with responsible organizations and individuals
- Enforcement of fire safety legislation
- Post-incident investigation and reporting
Search & Rescue
Search and rescue is the second core activity of the Service. The River Rescue Unit is one of the nine Pillars of Reform in our first strategic plan, recognising the particular risks that waterways present to communities in South Sudan.
- Building collapse and confined space rescue
- Road traffic collision extrication
- Water and river rescue through our dedicated River Rescue Unit
- Missing person search support
- Coordination with police, health services and community volunteers
Ambulance Services
Ambulance services complete the three core activities named in the Act. Because fire, rescue and ambulance are dispatched from one line, callers do not need to decide which service they need — they call 888 and describe what has happened.
- Emergency medical response to incidents attended by NCDS
- Casualty stabilisation and transport to medical facilities
- Dispatch through the same 888 emergency line as fire and rescue
- Support to mass-casualty and disaster incidents
Disaster Management
NCDS is mandated to manage disasters and coordinate emergency responses, protecting communities from natural and human-made emergencies. This work is carried out with the Ministry of Interior, other government institutions, communities and development partners.
- Preparedness planning for natural and human-made emergencies
- Coordination of multi-agency emergency response
- Public safety inspections
- Community resilience and awareness programmes
- Work with government institutions and development partners
Fire Prevention & Safety
Prevention is where the Service does its most valuable work. Our objectives commit us to reducing the risk of fire through training, assessment and enforcement — so that fewer emergencies happen at all.
- Safety and fire prevention training for communities
- Fire risk assessment for homes, businesses and public buildings
- Guidance and leadership at state level on fire risk reduction strategies
- Registration of high-risk premises
- Public education campaigns
Certification and equipment services
Alongside emergency response, NCDS issues the certificates that premises and vehicles are required to hold, and services the fire equipment they depend on. These are the practical services through which we enforce fire safety legislation.
Practice Certificate
Certification confirming that a premises meets the fire safety requirements needed to operate. Required for many businesses and public buildings.
Vehicle Safety Certificate
Inspection and certification of vehicles against fire safety requirements, including on-board firefighting equipment.
Fire Extinguisher Sticker
The NCDS inspection sticker records that an extinguisher has been checked by the Service and shows when it is next due.
Fire Extinguisher Refilling & Repair
Refilling, servicing, pressure testing and repair — so the equipment on your premises works when it is needed.
Do not use 888 for these services. The emergency line is for fire, rescue and ambulance emergencies only. For certificates, inspections and extinguisher servicing, contact info@ncds.gov.ss or use the enquiry form.
